Democratic foreign policy deficit

Ivo Daalder at Brookings has some good analysis of the decline in Democratic foreign policy. I think what he's emphasizing is that the Democrats have been too focused on following their traditional constituencies, and not focused enough on leading voters (or in other words, they haven't understood that "Lawmakers debate, presidents decide.").
