How to fix education

It starts with parents, yet we rarely hear their names in the conversation about what's wrong with our public schools.

Another good place to start, I think, but one that could be expanded further. Other than costs, why should it be limited to lower-income households? These are skills and outlooks that would be helpful to any parents, and would benefit students at any income level.
