Hagel may or may not be insincere. But he's been speaking truth to power about Iraq since before it was politically convenient to do so. He makes very specific claims about the surge in his speech, and I haven't seen anything to make me think his assessment of Iraq isn't correct.
Certainly his assessment of Congress's performance over the past four years is correct.
I have been watching Hagel for years. '08 has been in the back of his mind. I would be more sympathetic to something like what Warner proposed, even though I disagree with him as well. I just think of Hagel as being a Republican version of Biden. I will take a look at the speech itself though.
