Korean Quarantine

A defacto quarantine of North Korea may give China the political cover to put the squeeze on them but it does present other problems. A quarantine is another name for a blockade, and establishing a blockade has been universally recognized for centuries as equivalent to a declaration of war. As the originator of the "quarantine", the US would have to expect a military response.
